
For the first three years following its establishment, the ARSANet Steering Committee is composed of one representative from each member institution and is led by:
- a Chairperson, elected from among the members of the Network;
- a Secretary, appointed from the host institution (Bahir Dar University, Ethiopia).
The current Chairperson of ARSANet is Dr. Eng. Chris Byaruhanga from Kyambogo University, Uganda.

Chris Byaruhanga (Kyambogo University, Uganda)

Dr. Eng. Chris Byaruhanga is a Transport Planning and Road Safety Specialist. He graduated with a PhD in Civil Engineering (Road Safety) from University of Birmingham (UK) and an MSc (Eng.) Transport Planning and Engineering from the Institute for Transport Studies (ITS), University of Leeds (UK). He further trained in Infrastructure, Development and Finance at the University of Oxford (UK) and Road Safety at Delft University of Technology (Netherlands). His areas of interest are Urban Mobility, Electric Mobility, Road Safety, Highways, Transport Planning, Policy and Governance. Chris is currently the Chairperson of Africa Road Safety Academic Network (ARSANet) as well as the Project Lead (Walking) under the Africa Research Program on Mobility and Access in African Cities (ARP – MAC) funded by VREF.

Tesfahun Nigatu Wolie (Bahir Dar University, Ethiopia)

Tesfahun Nigatu Wolie is Head of Road and Transport Engineering (MSc). He possesses strong leadership and technical expertise in highway design, project leadership, and road safety policy. He has served as Team Leader for road inventory, condition surveys, and maintenance auditing, led the development of a comprehensive Construction Zone Safety Regulation and Information Management System funded by the World Bank; and coordinated the preparation of a national Cost and Duration Estimation Manual supported by dedicated application software. He has also worked as a Road Safety Expert on projects aimed at strengthening traffic legislation in Ethiopia, funded by the Global Road Safety Partnership (GRSP).

Ibraheem Forson Abdul-Azeez (Lagos State University, Nigeria)

Dr. Ibraheem Forson Abdul-Azeez is a Senior Lecturer in the School of Transport and Logistics at Lagos State University and currently heads the Department of Logistics and Supply Chain Management there. A Chartered Fellow of CILT, he is a transport and logistics scholar with expertise in sustainable logistics, road safety, corridor assessment, and transport operations. He has participated in research and consultancy projects across Africa with partners such as HELP Logistics, VREF, World Bank and the Kuehne Foundation, combining academic leadership with real-world impact.
Mohamud Harbi (Zamzam University of Science and Technology, Somalia)

Mr. Mohamud Harbi is the Rector of Zamzam University of Science and Technology, Somalia, and a senior researcher with over 10 years of professional experience. His expertise spans higher education, sustainable infrastructure, digital transformation, ICT in rural development, and open science. He leads institutional administration and strategic development, guiding the university’s transformation into a research-driven and entrepreneurial institution.
George Elambo Nkeng (National Advanced School of Public Works, Cameroon)

Prof. George Elambo Nkeng is the Director of the National Advanced School of Public Works (ENSTP) in Yaoundé, Cameroon. He is Full Professor of Chemical Engineering. He has made ENSTP a Center of Excellence for engineering and public works education. He has promoted international partnership, encouraged research and innovation among students and has emphasized the application of engineering skills to development challenges. He has a proven track record of teaching, research, mentorship and leadership. He is author/co-author of seventy peer reviewed articles.
Wiseman Nyembe (University of Eswatini, Eswatini)

Mr. Wiseman Nkosingiphile Nyembe is the Coordinator of the UNESWA Centre of Excellence on Road Safety and an academic and technical leader with extensive experience in electrical and electronic engineering, ICT infrastructure, programme leadership, and standards alignment. His professional background includes leading departmental strategy, curriculum development, and industry partnerships, alongside active involvement in national capacity-building initiatives and governance roles, including board-level responsibilities in IT strategy.
